NSAC Applauds CalRecycle’s Selection of Textile PRO Under SB 707

SACRAMENTO, Calif. (Feb. 27, 2026) — The National Stewardship Action Council (NSAC) applauds CalRecycle for its careful due diligence and thoughtful selection of Landbell USA as the Producer Responsibility Organization (PRO) for textiles under California’s SB 707, the first Extended Producer Responsibility (EPR) program for textiles in the United States.
The selection of a textile PRO represents a critical milestone in moving landmark policy into operational practice. Successful implementation of SB 707 will require collaboration, transparency, innovation, and strong stakeholder engagement across the textile value chain.
NSAC has been at the forefront of EPR policy in the United States, negotiating and helping pass more EPR laws than any other organization nationwide. Our role extends beyond legislative passage to ensuring faithful implementation and measurable, real-world impact.
Through our National Textile Circularity Working Group and our Packaging and EPR Implementation Working Group, NSAC convenes local and state governments, industry leaders, nonprofits, recyclers, and policymakers to address implementation challenges and support practical program design.
NSAC’s Executive Director/CEO Heidi Sanborn will serve as a member of Landbell’s Advisory Committee, which brings together additional perspectives from policy and legislation, municipal outreach, eco-design and digital product passports, footwear deconstruction, academic curriculum reform, spinner innovation, and community creative hubs. Advisory members like Sanborn translate statute into practical targets, convene sector peers where collaboration is required, and strengthen implementation through diverse expertise.
As the first textile EPR program in the nation moves into implementation, NSAC encourages those committed to strengthening textile systems through policy, pilots, and scalable solutions to engage in our first-of-their-kind national working groups, which bring together public, private, and nonprofit stakeholders to collaborate on practical implementation strategies and long-term system improvements.
We look forward to working with Landbell USA and CalRecycle to support successful implementation and to continue advancing practical, scalable solutions that strengthen California’s circular economy and inform programs across the United States.
