NSAC’s 2025 Impact Report
The National Stewardship Action Council (NSAC) marks ten years of turning circular economy policy into real-world progress. From landmark legislation like California’s SB 54 to national leadership on Extended Producer Responsibility (EPR) and truth-in-labeling, NSAC has united government, industry, and nonprofit partners to move from vision to implementation.

Over the past decade, NSAC has championed policies and solutions that protect people, the planet, and fair markets. Our work has helped advance stronger labeling laws, expand EPR for products like paint, carpet, and hazardous materials, and guide implementation of the most comprehensive packaging law in the nation.
Through cross-sector multi-material working groups, NSAC brings together more than 2,700 leaders from local governments, recycling systems, and industry to ensure policy is implemented with integrity and the intention in which it was passed. Together, we’re shaping safer, more transparent, and more sustainable systems across the United States.
