NSAC Supports Bipartisan CIRCLE Act to Advance a National Circular Economy

The National Stewardship Action Council (NSAC) proudly submitted comments in support of the Cultivating Investment in Recycling and Circular Local Economies (CIRCLE) Act of 2025—a bipartisan bill that would create a 30% investment tax credit to modernize recycling and composting infrastructure across the country.
In our comment letter to Representatives Tom Suozzi and Brian Fitzpatrick, NSAC emphasized that national investment must go beyond managing waste—it must accelerate upstream solutions that reduce waste at the source, design out pollution, and build resilient local economies that work for people and the planet.

It will improve residential recycling nationwide, providing the feedstock to power U.S. manufacturing with clean, reliable materials, reduce our reliance on imported materials and create good-paying jobs in America. At the same time, improved recycling reduces litter ending up on land and in waterways while reducing demand for new disposal facilities. NSAC’s recommendations to Congress include:
Excluding polluting and unproven technologies from the definition of recycling
Prioritizing reduction, reuse, and responsible material design
Advancing national Extended Producer Responsibility (EPR), battery recovery, and deposit refund systems
Upholding environmental safeguards and avoiding false solutions that harm communities
As momentum grows, NSAC continues to lead on policy, infrastructure, and innovation—ensuring that national investments deliver real results for a truly circular economy.
